Zakładała ona przeprowadzenie na szeroką skalę parcelacji i osadnictwa z równocze-snym ustaleniem maksimum posiadania ziemi. Reszta, przekraczająca to maksimum,miała podlegać przymusowemu wykupowi przez państwo. W ten sposób wykupionaziemia wraz z innymi posiadłościami miała tworzyć zapas ziemi przeznaczonej do parcelacji. W celu wykonania tego zadania ustawą z 22 lipca 1919 rokupowołano do życia Główny Urząd Ziemski, a ustawą z 6 lipca 1920 roku wprowadzonona terenie całego kraju okręgowe i powiatowe urzędy ziemskie. Zgodnie z tą ustawąkierownictwo i nadzór we wszystkich sprawach dotyczących ustroju rolnego należałydo Głównego Urzędu Ziemskiego, przy którym ustanowiono ciało kolegialne w postaciGłównej Komisji Ziemskiej.
