The full phrase is "forkortet vekseldominant". "vekseldominant" I have found out is "secondary dominant". Full sentence reads:

Nei, nå tok jeg feil igjen. Det er tydeligvis noe som heter "forkortet" - det betyr at grunntonen fjernes. Oversettes med "shortened" til engelsk:
