Occurs in an audit report, "Uttaksmerverdiavgift kan være risikoområde". I suppose "Withdrawal VAT" would be the literal translation, but this phrase does not occur in English. Any suggestion? Thanks in advance.

As per skatteetaten.no:

Output tax is also calculated when a taxable person transfers goods or services from his own business for personal use or for other purposes outside the scope of the VAT Act. (See sub-section 4.4 in Section 4 “Withdrawal of goods and services”.)

Which looks fairly similar to a definition in Norwegian on their website:

Det skal videre beregnes merverdiavgift ved uttak av tjenester fra den registrerte eller registreringspliktige virksomheten til privat bruk eller til andre formål utenfor den samlede virksomheten, jf. mval. § 3-22. Som hovedregel skal det altså ikke svares merverdiavgift ved uttak av tjenester til en ikke-avgiftspliktig del av virksomheten. Plikten til å betale uttaksmerverdiavgift er begrenset til varer og tjenester som er avgiftspliktige ved omsetning, jf. mval. § 6-17.

I do realise that "Output tax" generally refers to the VAT added to any outgoing product, however, they only define it as VAT in the mentioned section 4.4 (actually 3.4).

3.4 Withdrawal of goods and services
In order to ensure equitable VAT liability on all consumption liable to VAT, VAT shall also be calculated on withdrawals for e.g. private use on a par with purchases by others. For example, VAT shall be calculated when a self-employed person withdraws foodstuffs for private use from his/her own business, in the same way as when the owner of a garage repairs his/her own private car.
