Explanation:
I think "base price" is a bit more accurate and widely used, and sounds better to my ear than PB's "basic charge".

That said, it seems like you have a pretty terrible source text here, and you should probably take some extra care to make sure you understand the original meaning correctly, and construct the translation from there. The sentence "Gunnkostnad årlig vedlikeholdskostnad omfatter oppdateringer og vedlikehold av løsningen" is just barely making sense and could probably best be translated with "Basic yearly maintenance cost includes upgrades and maintenance of the solution.", if I understand the context correctly.
