In the translation of the Report to the Storting no. 23 (http://www.regjeringen.no/en/dep/md/documents-and-publicatio... the terms "developed" and "downsizing" were used, neither of which I am totally convinced is the most precise solution. Some examples in my text:

"Nedbyggingen av grønne områder,"
"En ønsket å holde fast på markagrensen og sikre the green belt rundt Oslo mot nedbygging."

"Dette har likevel ikke forhindret at grønnstrukturen er blitt bygget ned."

"... vegetasjonskledde områder er bygget ned ..""

You get a number of hits on both variations. It is also mentioned as "land cover change" but, as you mention in your note to Charles, that fails to cover the "ned" part of "nedbygging" which indicates a trend from more preferred to less preferred usage.

"Spredt nedbygging er all bygging utenfor tettstedsgrensen definert av SSB. Det er en begrenset del av nedbyggingen vi ser på. Nedbygging er i denne rapporten det jordbruksareal som bygningers grunnflate dekker. Nedbygging kan imidlertid innbefatte også arealendringer i forbindelse med parkering, gårdsplass, atkomst- veier osv. Nedbygging skjer også som en følge av anlegg og infra- strukturtiltak. "

When I worked in land conservation, we referred generally to "development" as the process of converting land currently used for agriculture and/or natural lands to use for siting structures. That's what is at issue in the linked report, and I think it's what you have in your source as well?

"De fleste av disse arter lever i strandsonen, og her har den negative utviklingen med økt nedbygging fortsatt."

"Most of them live in the shore zone, where the negative trend of development is still increasing."

Asker: Charles, that document is not trustworthy. I found three translations of "nedbygging": "land cover change", "building", and "building development" so thanks but no thanks. And I don't see how the Norsk Rødliste will be of any help in this instance.

Asker: Thanks for that, Charles, and if you say it was used in the same contact, that's good enough for me. I still find it odd that the meaning of a word which basically means "unbuilding" something is conveyed in English by a word which means "building something up"! But I still need to confer with the client, as there is also mention of replacing what were natural green spaces in Oslo with more cultivated "hagemessig" vegetation. Would this count as "nedbygging" in her understanding of the term.
