complete units (here I'm supposing those elements which are "multi-part". I presumed that the three elements in the original sentence were:
scrap metal, complete units, and other recyclable parts.

neutral  Per Bergvall: A complete item is suggestive of something that has a role or function in and of itself, and this cannot be what is meant by fraksjoner. Half a fender, a bulbless headlamp unit - cars are full of incomplete items. What about just "parts"?

Explanation:
I'm even tempted to suggest incomplete parts...
For recycling purposes, car components can be roughly divided into things that cannot be re-used other than as scrap metal or glass; things that individually could have a bit of lifecycle left in them (like a door, or a wheel/tire), and things that can be reconditioned and given a new life in another NEW vehicle. Or, simpler: 1) scrap; 2) re-use as is, or 3) restore/recycle to new. In my opinion, "fraksjoner" must be the second group, which would normally be called reusable parts or simply parts.
