Norwegian term or phrase: trinnråd
Does anyone know what this is called in English please?

It's mentioned in conjunction with programutval (the Programme Committee) in relation to the evaluation of third-level education.

Elevråd, elevråstyret, trinnråd trinn 2.
Pupil council group to help/advise a particular year level.

Note that Utdir advises the use of the words
pupil (not student) for K-12 grades.
year level for instead of grade for trinn.
but that is not essential here maybe...

neutral  Charles Ek: I'll go along with "- grade pupil council". But if you want to start a riot, try calling kids in an American school over the age of 12 "pupils". :-)

  -> I agree. I wrestled with Utdir when I worked on a big project for them in 2006-9. I think they were trying to base their terminology on new EU/EEA standards for education. same with year level/grade. Student in Norway is reserved for college-university

You wil probably find a way to improve on this suggestion. A trinnråd is a subset of an elevråd, which over here would itself be called a "student council". See the diagram at the link.
