Explanation:
"Pasiūlymai šioje eilėje" is one gross mistake of Lithiuanian language. One acceptable replacement could be "Šių pasiūlymų eiliškumas" (nustatomas/patrikiamas)...
Considering this, and considering that word eilė is loaded with semantical variations, I suggest these two translations. "Series of offers" could be in the first sentence and Sequence of offers" - in the second

disagree  The LT>EN Guy: No. "Sequence" and "series" denote succession. An "eilė" in this case denotes standing. "Ranking" is the term.

-> Agree that in the second sentence eilė denotes standing and ranking is alright. But so is sequence, one of definitions is: consequence, result (merriam). Both can be used. Hard to imagine "eilę" -> ranking in the first sentence though

agree  The LT>EN Guy: Yes. Another variation would be "ranking of the tenders".

neutral  Kestutis Satkauskas: Maybe. Ranking of the bids would be more appropriate if it were "... pasiūlymų eiliškumą". "Pasiūlymų eilę" does not denote ranking. If they intended ranking, they should have used "eiliškumą".
