technical and organisational skills (know-how)
Explanation:
Būtų gerai turėti dar išsamesnį kontekstą. Su tom „priemonėm“ sunku. Gal ši karta tiktų 'skills' or 'know-how'?

cia labiau tureta omeny technika. Siaip mano supratimu ta savoka paprastai reiskia buitinius prietaisus padedancius organizuoti - kompai, telefonai, palmai, t.t. Ai nervina tokie sovietinai issireiskimai istatymuose, vienzo parasiau technical and organisational means, gales pats Seimas ir aiskint EK ka tai reiskia :))
