An ordinary degree certificate (American), but can't work out just what this means here.
Context: ...............eique omnia insignia iura honores dignitates privilegia ad hunc gradum spectantia fruenda dedisse.....................

spectantia, from "specto", has here the meaning of "referring to"

and fruenda means: that should be enjoyed.

They both refer to the "iura honores dignitates..."

Therefore the sense is "and whe have granted all the ... rights, honors ... and privileges referring to that degree, so that he or she can enjoy them/for the enjoyment of them", the gerundive "fruenda" coveying the sense of purpose, aim.
