H12 APB No. Explanation: Looking at the list of documents at the beginning of https://www.acis.famic.go.jp/shinsei/8147/8147.pdf, it becomes clear that the 2-digit number that comes two characters before "第" (No.) is always identical to, or one less than, the year of the document in question as expressed using the Heisei era. So the 4 characters "12農産" would be an intra-ministerial abbreviation for "Heisei 12" + "農産園芸局". The "農産園芸局" no longer exists (see https://www.maff.go.jp/e/about/organ/attach/pdf/index-19.pdf... but, as Andreas has indicated, its official title in English was "Agricultural Production Bureau", abbreviated "APB" (see http://www.jppn.ne.jp/jpp/data/ryakugoshu0307.htm). In short, "12農産" is an in-house code, which might be expressed as "12 APB" (leaving the meaning of the "12" unclear) or as "H12 APB" (since the Japanese government itself now uses "H" as an abbreviation for "Heisei", and "R" as an abbreviation for the current "Reiwa" era.) And the "第" at the end, in combination with "号" after the number "8147", just means "No.". |
