xx財務局長(仲)第yy号 xx Finance Bureau Director-General Brokerage Registration No. yy Explanation: Firstly, KFB's own site puts simply "Finance Bureau" (no Local or Regional); secondly, most .go.jp sites list 財務局長 as Director-General rather than plain Director. Hence I'd put something like "Kinki Finance Bureau Director-General Brokerage Registration No. 12345".
