Wish-washy diplomacy


Explanation:
I know I am too critical. But while 気配りhas good word association in Japanese society, it is quite opposite to assertiveness and firmness which is a gist of Western diplomacy (although in diplomacy such is not expressed in firmn and assertive manner because that is what diplomacy is all about).
When I see Japanese diplomat is 気配りing, they are neither assertive nor firm, thinking and worrying about how others get back at it. So they are simply wishy-washy. At least that how the Western world see it (in my view).

disagree  ejprotran: Your suggestion (wishy-washy; incapable of malking firm decisions) is a misinterpretation for 気配り in this specific phrase. Whether the diplomacy is 'wish-washy' or not would be another issue.
