Explanation:
除電 is a short for 除去静電. These blowers come in all sorts of shapes, blowing air or mist. (See Ref #2)

Static naturally occurring on the production-line attracts dust particles on what can be very delicate product components. Cleaning them with minimum contact with these by de-ionizing (neutralizing) the static charge on their surfaces is one way of effectively blowing away the dust particles ionized on their surfaces, and ensuring no additional ones are attracted back on while being mounted or seal-packed.
