one more suggestion you might consider,
subject to the possibility of clarifying this cursory memo more clearly as follows:

"Have received problem report re: automatic exhaust mechanism. Its manufacturing log may be incomplete, and the specific method prescribed to implement it inadequate for its intended operating range."

'range'? by itself is obvious to the in-house recipients but not to us, outsiders. 'Range of what?'. This has to be qualified for all readers'comprehension. If you cannot get the answer form the client, proceed by elimination: 'measurement tolerances?' 'performance range?' 'operating range?'. Which makes the best sense? Would defer finalising this phrase, until I have covered all instances of it in the document, checking for contextual differences and common grounds for the above. Good luck! :-)
