I would say, it's 側溝 / 掘り / 作業 - literally, "the work of digging of the ditches/gutters". I guess "ditch" should be more approrpiate considering the context (トンネルや地下鉄工事).

Explanation:
Apologies for this late reply.
Consider this term for buried pipe line work etc... for which a deep trench has to be dug then filled. Very different work from what is required for draining and guttering...
But the irony is: Googling a 'side trencher' for this kind of work is not so easy. Most of the strikes you get show masses of trenchers centrally aligned, designed like dredgers for land use.. But found 2 below. There are other models, for much heavier work of course. You'll find them! Good luck! :-)
