出戻りゼロ開発

English translation: Zero start-over development

Japanese term or phrase: 出戻りゼロ開発
網羅性を兼ね備えた性能設計に基づいた出戻りゼロ開発が出来ていない
Does that mean "back-to-basics" development?
I also thought about literally translating it to "boomerang zero development"and that just doesn't make sense...
Any help would be very much appreciated. Thank you.

English translation:Zero start-over development
Explanation:
It's hard to say without more context, but「出戻り」is commonly used to refer to women who are 'starting over' after getting divorced. In this case, the term seems to imply development into which much effort and time have been invested, only to be abandoned because it is going nowhere or will not end up being profitable. In stead of 'zero start-over development' you could use 'a development [project] that never has to start over' or 'development which never has to return to the starting line', or something more concise to that effect. See if this fits with the context of your document.

a zero return development

Explanation:
It's a more literal translation but "zero return" is often used for investments that are not profitable.

defect-free

Explanation:
I believe that this sentence describes that the products are recalled due to an error in the design. They are asking for a design that has no error. So I would suggest "defect-free" or "error-free" for this.
