Japanese term or phrase: 特定特殊自動車排出ガス基準適合車
It is in a brochure of a construction machinery type vehicle. I understand it means the machine meets the emission standards specified for this kind of special vehicle.
I am looking for a standard phrase to say this in a compact form - if there is such a phrase normally used.

The phrase is referring the "vehicles that comply with emission standards". If it's the other way around, the Japanese phrase has to be 特定特殊自動車基準適合排出ガス.

Asker: I think the structure of the phrase is such that "non-road special motor vehicles" modifies "emission standards", in other words it is referring to the emission standards specified for non-road special vehicles.

Asker: What I am saying is that 特定特殊自動車排出ガス基準 belongs together, and it means the emission standards specified for non-road special vehicles. As you probably know, there are different emission standards for the various types of vehicles. Non-road special vehicles have their own standard. The second part of the phrase is 適合車, which means a vehicle (or vehicles) that complies with whatever is written before. Since this is a label on a vehicle, I think the best solution is: "Compliant with non-road special motor vehicles emission standards". (I omitted "This vehicle" from the beginning, as this is sort of a label in this case).
