Para limitar el poder de los duques, los soberanos podían nombrar en algunas ciudades importantes unos delegados regios con funciones imprecisas pero muy amplias: los gastaldos. Por debajo del duque se encontraban el sculdahis o preboste, que tenía atribuciones policiales, militares y fiscales a nivel local, y una serie de suboficiales del ejército longobardo, el cual estaba estructurado a la manera protobizantina: centenarios y decanos.
