Prima di visualizzare i dati emissivi dei flussi di massa e delle concentrazioni del 2013 e 2014 (dati ancora non presenti sul sito del Ministero dell’Ambiente), è necessario acquisire un concetto che si definisce la "Bolla di Raffineria".
Il concetto è questo. L'azienda ha sette camini che emettono inquinanti in atmosfera, l'ente preposto pone un limite emissivo che l'azienda applica ad un valore misurato, ma siccome ci sono sette camini, con un calcolo matematico queste sette emissioni dimentano una sola emissione. Questa unica emissione virtuale si chiama "Bolla" che considera l'emissione della raffineria come un singolo insieme, pertanto per rapportare i valori emissivi con i limiti preposti dall'AIA verrà preso in considerazione solo il valore della Bolla di Raffineria e non quelli dei singoli camini collegati ad ogni singolo impianto.
