In different anglophone countries there are different approaches. However, as far as I know, in all anglophone countries the cadastral data is essentially surveyer's deliniation of the real-estate confines/premises. Property tax is levied not according to the types of houses per se, but simply ad valorem, that is, on the real value of a given real estate unit. The idea is also redistributive but less involved than the Italian one. In Italy, one can easily avoid paying taxes even on via Mone Napoleone in Milan if one lives in a small one-bedroom flat and it's one's "first house". One is then presumed as an owner of modest means, etc... despite the fact that the property prices on that street are 10-20 k Euro a sq. m. If on the other hand you live in the same conditions on Central Park South in New York, you'll simply pay tax on the assessed value of the property and that's it. The philosophy is that if it's 100 s.m. at 20k USD per sq.m.
