Ciao colleghi, per favore non riesco a capire cosa significa " a parita di volume" qui; la frase non mi sembra logica?! Come mai " a parita di volume' e poi "100 volte più passeggeri"?

Sta parlando della congestione del traffico, il testo sostiene che a parità di volume (inteso qui come grandezza fisica ) il mezzo pubblico trasporta un numero maggiore di passeggeri; per decongestionare le strade si dovrebbe quindi puntare sul trasporto pubblico.
