Nonostante dal 1993 si sia registrato in Italia un saldo naturale costantamente negativo, tuttavia la populazione ha continuato a crescere, sebbene con un ritmo ormai molto lento, passando dai 56.597.823 abitanti nel 1985 ai 57.460.977 del 1997, fino al valore attuale di oltre 57.600.000.

Questa lenta crescita è dovuta esclusivamente al saldo positivo della migratoria derivante dalla differenza tra il numero degli emigrati e il numero degli immigrati che risultano in forte crescita.

"Inherent" and "underlying" are other possible translations. But I wouldn't say "natural" because it implies that migration is unnatural.
