This is a short summary of the political situation in Kazakhstan, at the head of an article regarding the country's oil reserves.

Il 2019 è stato un anno che ha portato un cambiamento importante nel mondo della popolazione kazaka, dopo 30 anni si sono tenute le prime elezioni presidenziali e secondo tutti i pronostici ha vinto chi doveva vincere.

I have put (provisionally) "...in line with what was widely predicted, it was the expected winner who won."

I know this is a bit clumsy, so am looking for a better translation possibly.

agree  philgoddard: I'm still not totally clear, but I think this must be the meaning of this odd sentence. If so, you'd have to leave out "secondo tutti i pronostici" .

agree  Claudia Letizia: I would use this translation to cover the whole "secondo tutti i pronostici ha vinto chi doveva vincere" bit. As I said in the discussion above, that part about pronostici is just wrong and cutting it off will improve the logic of the text.

The 'doveva' appears somewhat ironical to me - not that I (pace my favourite Kazakh neighbo(u)rs) - would go so far as to refer to ballot-box rigging in an ex-Soviet Republic.
