Could it be something as simple as "Per Service", like on a "per service basis"?
They also have one that is "a catalogo".

Here is another context that could help clarify how they use it:

Attività “Time & Material”
Rientrano in quest’ambito tutte le attività di manutenzione evolutiva, correttiva, progetti e assistenza per le quali non è possibile procedere con attività “A Servizio”.

They already talk about support, so I don't think "Support" is the answer because it doesn't seem to make sense in this context I am quoting above. All of the actions they provide are support but they seem to specify what type of support or maintenance they are providing to this software (through updates, incident management, preventive support, upgrades...)
