I'm thinking that it's a ticketing system that gathers tickets (complaints) and then routes them to human agents. So ideally and in this case, you would say "Coordinates the engine that routes ??tickets?? to human agents". I don't know if you have that level of specificity though. I guess if you need to stay vague you could leave it at something like "Coordinates human agent routing engine"

("Engine" or "module" are often used in programming to refer to specific routines that do the same thing over and over.)

The human agents aren't being routed, something is being routed to them. If it's not clear what's being routed, then another possibility might be as I suggested: coordinates the human agent routing engine.
