If the translation is into UK English, perhaps "w***ers" would be better. My asterisks here are to spare the blushes of our more goody-goody colleagues. This being police tough-guy talk, any attempt to do a "politically correct" translation would be...politically incorrect. Read any decent crime novel and you'll find swear words and "bad language" everywhere. So-- let yourself go!

Explanation:
In Italian pippa (beside the meaning "act of masturbation") means an ineffective person, both mentally (ignorance) and physically (stamina). I heard "jerk" used likewise in the US 45 years since.

Therefore, why not using a plain "jerk" (circumsizing the off off)?!
Don't forget we're talking about subtitling: no beating around the bush spliced with an immediate recognition.
Else, I think wimp is also a good choice, though I reckon most US and Canadian speakers would resort to "jerk".
