I believe that "articolare" here means "to express", "to break down", or "to organize". As for the Italian not making much sense (at least logically, if not grammatically), a quick Google search turns up a text that is similar but which contains some extra words (which I have placed between asterisks ** here) that resolve the difficulty:

"Articolare il progetto in obiettivi realizzativi *per un numero massimo pari a 15*, da raggiungere solo nel caso di particolari complessità e comunque da rispettare anche nel caso di progetto congiunto."

In this text, what is to be avoided is not the reaching of the goals but the preparation of too many goals.

"Articolare il progetto in obiettivi realizzativi" Ok fine. Describe the project in terms of its objectives" ("realizzativi" is mere stylish Italian in English objectives are to be achieved by definition) but... then "da raggiungere solo nel caso di particolari complessità". So what we have is an instruction to describe the project in terms of its objectives but only mention those that are particularly complex, you can leave all the simple objectives out.
I did say get on the phone, but it is quite possible there is a simple explanation to all this on the next line which you unkindly are not letting us see.
