Explanation: For the UK, the body in question is certainly the council, these can be city/district/local depending on the size. Colloquially they are often referred to as the local authority too. Within the Council there are many committees, the Executive Committee being the main one, which is probably closest to the képviselőtestület. The problem with this is that all countries have different systems, so you won't find a direct equivalent. You can either translate the Hungarian phrase almost literally and explain, or use an authentic EN term but knowing it will be quite different from your original term.

That’s my point, there will likely be no direct equivalent, you need to opt for a solution that brings across the highest decision-making body. You can’t just say local council because that incorporates the entire apparatus, including all the committees. You need to tie it down more specifically than that. And self-government to my mind denotes the system, but you will never hear a native refer to their local council or authority as their self-government.

Asker: Hungarian önkormányzatok (Local Councils) have no Executive Committee. Képviselőtestület is the Local Council itself (önkormányzat is an abstract term, képviselőtestület is its physical embodiment), but may have , of course, specialised committees (Financial/Social/Health/Education/Cultural etc. Committee).
Actually, the executive body is the Mayor's Office.

but they are now interchangeable, especially in colloquial talk.

Rövidebben lehet egyszerűen úgy is, hogy "representatives of the local government", hiszen a képviselő-testület (különben tényleg kötőjellel kell írni) a képviselők összességét (csoportját) jelenti, és sok mondatban ez is megfelel. Különben a képviselő-testület önmagában "body of representatives", de azt még egy birtokviszonnyal ronda lenne az önkormányzathoz kapcsolni.
