initial request for a license (US) / licence (UK) / permit Explanation: Google it - I think that's the closest you'll get to an expression that is actually commonly used. If you want to be closer to the Hungarian put "application for license in principle", but as you can see, hardly any Google hits for that, and all from Hungarian sites (which doesn't make it wrong, by the way). |

Therefore I've changed the suggested translation - please ignore my previous suggestion. If you Google my suggestion, you'll see that, provided it is to do with construction projects, that's the right expression in English. |
