I saw my fair share of government AND business tenders through the years,<br>occasionally even as a member of committees in the process of selecting the winner bid,<br>and this doesn't sound like anything I've ever heard in this field.<br><br>Frankly, it doesn't seem like anything that would be used in proper Hebrew...<br><br>Using ועדה מכהנת would be OK, to indicate a committee currently residing<br>over a process of some sort, but כוהנת simply seems like broken Hebrew,<br>and you probably wouldn't find a "proper" translation for an improper term...<br><br>Note that there has NEVER been a single use of this term online!!<br><br>If you search it -<br><a href="

ועדה בוחנת and was mis-recognized by OCR to be ועדה כוהנת...<br>
