מפונפן is basically lavish, extravagant.
In your context (cloths) I would use fancy which has more positive connotations than the other synonyms.

I don't have your source, so I can't support my suggestion any better.

However, even if the source itself doesn't sound so "positive", it doesn't always matter. God knows I've had too many cases where the source text was so poorly written. Our job as translators is not to copy it, with its possible mistakes and errors, but to convey it's best meaning to native speakers.
I can't imagine that someone would deliberately use a negative description (unless it's a bad review on someone else's clothes).

Can also mean simply "blowdried" - when talking about a woman's hair. Without the context, its impossible to fined the right translation (Comes from "פן" - Hebrew slang for a blowdrier)
