Asker: I agree that it "does not make sense in English" but neither does "Mehir Lemishtaken" make sense in Hebrew unless you know the meaning. In this case its simply a name for a government plan so it probably does make sense to translate it literally and not by attempting to define it which could be long and misleading.

"price for/to occupant", although a literal translation, does not make much sense.

A second solution may be "Real estate private sell contract".

Asker: I think that would be misleading since it means much more than just a price for first time buyers - for example it is limited to specific new building projects etc. that is why i think attempting to define the term in the translation would be a mistake.

agree  Mariana Lantzet: Sorry, i think its something else altogeyher. Mehir LaMishtaken in Israel is a special price for first time buyers - a gov. Scheme. These carry special reduced prices. It seems to me - here the price needs (for some reason) be adjusted according to that

I had to translate this term two years ago and looked it up on the Housing Ministry English webpage where they simply transliterated it. (I checked now and the page does not exist any more). Perhaps "Price for a Tenant" (in quotes) could be added in parenthesis.
