efficient protection (or: secure protection) Explanation: Relevant parts of the Work Safety Ordinance at Paragraph 61; see Hebrew original (reference 1) and English translation (reference 2). The translation there would yield "efficient protection" for our purpose; Paragraph 55 there also is relevant, but the translation there is different and inferior. You might consider using "secure" rather than "efficient," but the latter is in fact used elsewhere. The term "guarded" is used in one of those locations, but it works less well. I should note that though "protection" generally is used for keeping a person or thing from being damaged (which would work for the person for whose sake things are מוגנים), Merriam-Webster does allow its use for causing something not to be exposed.
