Thank you for the further confirmation, Nick. My theory is that ΚΡ is another version of ΚΤΡ: Κατώτατη Ρηχία (ΚΤΡ) - Lowest Low Water (LLW). Other abbreviations in this document are explained, but they seem to assume that everyone knows what ΚΡ means.

Out of excitement at finding the abbreviation (I get furious when people pepper their document with unexplained abbreviations) I disregarded the context. And you are quite right, your port can't have much to do with vertical flows. Κατώτατη ρηχία makes perfect sense, though some people would use a different abbreviation (e.g. http://www.hna.gr/academics/1edranautilias.html ) -- which brings me again to the part about how furious I get etc. :)

I didn't know that there's another abbreviation, ΜΣΘ, which is commonly used in the context of depth measurements. The combination of ΚΡ and ΜΣΘ would probably have been much more useful as context.
A search for these two abbreviations together led me to this:

- at the end, there's a list of abbreviations referring to high water, low water etc. In the light of this, it seems likely that ΚΡ means Κατώτατη Ρηχία.
