Es decir, reglamentar el sector de la energía solar, de tal forma que se obstaculiza o se ponen trabas al empleo de la energía solar hasta marginarla eventualmente con respecto a energías convencionales, en lugar de acercarla a los consumidores. En este caso, «eliminarse» ya que se equipara con «wegwerfen, esto es, desecharla.

Me hace pensar en el uso similar de «regulate away» en inglés. Por ejemplo:

we shouldn't regulate away competition.
no deberíamos poner trabas a la competencia mediante la reglamentación
