Eine Waffe gilt laut Waffengesetz als Feuerbereit wenn sich Patronen oder Geschosse in der Waffe befinden. Unterladen heißt also: das gefüllte Magazin ist in die Waffe eingesetzt ohne, dass sich eine Patrone im Patronenlager befindet. Wenn ein Biathlonläufer die Waffe unterlädt so müsste er einen Waffenschein haben.
