They try to say that there is a big difference (in quality?) between a LLP (Lead Logistics Provider) and a 4LP (Fourth Party Provider) In the marked sentence they point out that it's very important to chose a 'real' LLP and not someone who only seems to be a LLP and in truth only is a 4LP, and confirm this with the a bit despisingly used word "Lehrmeinung" -the deemed-to-be-doctrine (That's the word I found).
