agree  Clare Bentley: Yes, or cycle ramp. Google images seems to give more appropriate hits for cycle ramp (i.e. a ramp instead of steps) than bike ramp (which often shows a jump ramp)

Explanation:
Or even spiral/circular bike/cycle and pedestrian ramp because I reckon pedestrians would use it too. While googling, I hardly came across many such spiral ramps and because cycling along the Danube is very popular, I could even see this construction as being a modern day tourist attraction.
