Are they using "anzurechnen" in the sense of "deduct" in the second part of the sentence i.e. they will deduct the costs saved?

That's what it sounds like to me.


Explanation:
I think you're right, i.e. if someone doesn't use a room they will not be charged the full amount if the room was given to someone else and other costs were saved - so this amount would be deducted from their bill.
My interpretation, anyway. HTH
