I would guess that this is a misspelling of 'Kulturwerkstatt' but I would appreciate another opinion.
It comes from a list of activities available both in and close to Remagen, designed to attract visitors to the area. Here is an extract: "Kostümball, Kulturwerstatt, Dampfzugfahrten, SchlAhrVino Rheinreise, Manöverball des Stadtsoldatencorpt ... "

Explanation:
A simple search on Google to see how this term is being used in Germany/Switzerland throws up arts centre after arts centre after arts venue. All seem to offer a programme of arts/theatrical/music events and typically have rooms that can be rented out to groups offering courses/workshops, etc. In the UK, at least, these are generically referred to as 'arts centres'. Part offering, part public participation.

I would say beware using culture here, since its meaning is rather more narrow in common parlance in EN than it appears to be in GER.

Explanation:
In my experience Kulturwerkstätte can be anything and everything so it's extremely difference to offer a translation that will truly fit the bill. But I'm pretty sure that only the most desperate of tourists will make it to the Werkstatt in any case...
For what it's worth, these two terms might serve as suitable generic terms.
