I think you can forget attempting any translating with 'causality' - much too legal. The point they seem to be making is that many visitors to the region are directly motivated by wanting to see XX rather than the region as a whole.

agree  Helen Shiner: yes, directly motivated because of the presence of XX to visit the region, or more simply, they come to the region primarily to visit XX. But motivation is the best way of dealing with causality here, in my view, too.
