it is I belîeve an area in Oberösterreich, presumably near to or surrounding the river Inn (on which Innsbruck is also situated)...maybe someone in Austria can give more info.

I wouldn´t translate this into English. An "Innviertler" is a person who lives in the "Innviertel". This is a region in Upper Austria. But you should provide a context because it can also be used as an adjective...
