This refers to a bandlike area that circles e.g. a sports arena seating for the public (= Besthlung in German). My translation is probably not the most appropriate, but you can play around with it.

You should google for "Logenband" in German; this will yiel an explanation or two.

The below PDF shows the "Logenbande" at BayArena of Bundesliga club Bayer Leverkusen.
The illustration suggests it does not necessarily need to be a "Loge" in the sense of an executive box, but rather some advertising panels between the upper and lower section of a stand in the stadium.
