In a piece I'm correcting, author claims "material flow"?

Explanation:
Tricky one this as you have a translating client on your hands!

The German doesn't sound great, but he's right, when you think German useage is about 130 kg per day or 47 tonnes a year.

I'd go for -

...with the largest physical flow of material per head of the population.

That way you'd still be close to your client's attempt.
