put more or less on hold/stagnated considerably Explanation: Stocken discribes a state between a very strong delay and a complete stop. In Duden, Die sinn- und sachverwandten Wörter. 2. Aufl. states: stocken, stagnieren, erlahmen, versiegen, versanden, versickern, etwas klingt aus / geht aus, stecken bleiben, ins Stocken geraten, sich spießen (österr.), etwas ist festgefahren; beenden; weiter.
