Permitted (BrE) planning development user (AmE) building regulation-controlled use Explanation: Note that 'planning user' doubles as a development right. 'User' - use or enjoyment of propertzy (UK Landlord & Tenant Act 1854, s. 53) LB Curzon's Dictionary of English Law. Does it mean that the usage type or purpose of the property has been secured in accordance with the building regulations? No. Possibly that the development is already allowed without (UK) planning permission (US) a building permit - no idea of the target-country, the US terminology, again, being markedly different Transatlantically and Down Under.
