I prefer draft, as this is just the proposal for the base for the start of the legislative process. I agree with Renate that you may have to add some explanation for the non-German reader, as the meaning is relatively unknown in other parts of the world, whil in Germany it became a buzzword.

disagree  Hans-Henning Judek: This is a proposal for a whole package of laws and regulations, not one law. So adding "law" alone seems to be too narrow. So if you want to be precise, "legislation draft" or so would do.
