The text describes a system for surveying the state of road surfaces. Existing methods require the use of a full-width bar attached to a vehicle that potentially impedes traffic and is also awkward to use in built-up areas:

Damit behindert das Fahrzeug den fließenden Verkehr (Überbreite) und macht eine Erfassung in Kommunen und im *nachgeordneten Netz* nahezu unmöglich.

The question is what to do with "nachgeordneten Netz" here. Can it be subsumed along with "Kommunen" into a generic reference to "built-up areas", or am I missing a nuance or something more significant still? Towns and surrounding roading systems, perhaps?

Any thoughts appreciated, as always.

It appears to mean anything other than an Autobahn or Bundesfernstrasse. I agree with your suggestion of "built-up areas" for "Kommunen".

Asker: Thanks for this - "secondary roads" makes sense, as of course they'd be narrower (and doubtless more winding) than motorways or other major intercity systems and thus less suited to the device being described.
