The following is a sentence from a 1931 German hsitory text of the Great War.

Während sich zu Beginn des Krieges den Bemühungen der Mittelmächte um die Schaffung eines Balkanblockes gegen Rußland nicht ungünstige Aussichten boten, hatten sich diese trotz des Eintrittes der Türkei in den Krieg immer mehr verschlechtert.

My translation is:

While the efforts of the Central Powers to create a Balkan bloc (Balkanblockes) against Russia had not unfavorable prospects at the beginning of the war, they had deteriorated more and more even despite Turkey’s entry into the conflict.

Am I getting the meaning of this sentence correct? Is Germany trying to create a power block in the Balkans to thwart Russia, a plan that was not improbable at the beginning of the war but had become more unlikely despite Turkey's entry into the conflict?

The Balkan wars 1913-15 were a kind of introduction to the WW I. The Entente and the Central Powers were trying to pursuit some Balkan states,(Serbia, Bulgaria, and Turkey) to join their cause(s). So the WW I started in the Balkans with Bulgaria and Turkey "fighting" for the Central Powers against the Entente (in particular against Russia, Serbia, etc.).
